The role of councillors

Hertford Heath Parish Council is a corporate body, and a legal entity, accountable to the local community.

The council plays a vital part in representing the interests of the communities they serve and improving the quality of life and the local environment.

Councillors contribute to the work of the Council by suggesting ideas, influencing policy, engaging in constructive debate and by responding to the needs and views of the community.

They also comment on proposals to ensure the best outcome and vote to enable the Council to make decisions.

Councillor and Chairman – Suzanne Fogden

Suzie has lived in the village for eleven years and is retired, giving her the time to explore the local area, enjoy the lovely countryside, make friends and take part in activities in the village.

Councillor - Mike DrakeCouncillor – Mike Drake

Mike, his wife Sarah and two daughters have lived in the village for 19 years.

Often seen in local hostelries and out dog-walking, Mike is keen to help protect and improve what he describes as this “brilliant” village.

Mike recently retired from his role as company Managing Director. His interests include canoeing and following sports, especially football.

Councillor – Rae Duggan                   

Rae and her husband, Dave, have lived in the village since 2011.

She is interested in all village life and enjoys doing the monthly pub quiz and walking her dog.

Councillor – Rosemary Bolton

Rosemary lives just outside the border of Hertford Heath, but has been committed to the village since her daughter went to Hertford Heath School.

She worships at Holy Trinity and was supporting the community for several years when a Hertford Town and East Herts District Councillor.

Councillor Cecil Elliston-Ball

Cecil is a retired town and country planner, having worked in both the public and private sectors.
He has lived in the village since 2004.
His interests include art, music, gardening and wildlife conservation.

Lewis Cocking
MP for Broxbourne

I live in Broxbourne and I’m proud to call it home. I was educated here, at Wormley Primary School and John Warner Secondary School, and my first job was in Hoddesdon town centre.

I grew up with Conservative values. My mum worked in a factory and my dad was a mechanic. They instilled in me that it was only through hard work that you could provide more opportunities and an improved quality of life for your family. My grandfather ran his own businesses, demonstrating to me the vital role small businesses play in our community.

Having lived here my whole life, I was honoured to be elected a local councillor in 2016, then Leader of Broxbourne Council three years later.

Prior to becoming leader, Broxbourne was the only district in Hertfordshire to have negative economic growth. In my time in charge, this was completely transformed. In my role, I emphasised the importance of job creation and encouraged business investment by cutting bureaucracy. Broxbourne is now open for business, and I left the Council as one of the most business-friendly in the UK.

Together, we have attracted billions of pounds of private sector investment, including £400M for a new town centre and £700M for the Sunset Film Studios. These will bring thousands of jobs to the area, and I’m determined to help local people develop the skills required to access them.

From 2021 to 2024, I was the Deputy Police and Crime Commissioner for Hertfordshire. This role provided a unique insight into the work of our brave police force, and first-hand experience of the red tape holding back our public services.

I have a strong track record of delivery and have gained a reputation as someone who gets things done in all the roles I’ve held. I am not afraid of working hard and, as your MP, will work tirelessly to deliver prosperity and security for everyone in Broxbourne.

Steven is Hertfordshire County Councillor for Ware South which includes Ware, Great , Hertford Heath, St Margarets and Brickendon.  He sits on the following committees at Hertfordshire County Council.

Tim Hoskin
East Herts District Councillor

Tim is the newly elected East Herts District Councillor
representing Hertford Heath and Brickendon.
He is EHDC Executive Member for Environmental Sustainability

I am a chartered engineer with most of my professional career working within the gas industry.  I graduated in 1981 and spent until 1997 living and working in West Yorkshire before moving to take up a position based in Harlow.  At this stage we moved south to Hertfordshire and settled in Hertford Heath.  Further job moves involved working in the West Midlands and latterly in Braintree and central London.  But having experienced the effort involved in moving the family we remained in Hertford Heath making connections and enjoying village life.

I retired in 2016 taking up interests in woodland management, carpentry, walking and cycling.  Spare time allowed for a greater involvement with the fabric of life in Hertford Heath supporting the creation of the Neighbourhood Plan.  Sustainable Hertford Heath (SHH) was largely created out of a response to a series of actions identified through the Neighbourhood Plan process.  SHH is a set of volunteers who take on a series of regular activities including monthly litter picks and a repair shop, an annual green energy or transport themed family picnic, an annual maypole dance and ad hoc lighting/beacon events.  The creation of a community orchard over the last two years has been a real thrill with the first Orchard Day being held last year.

I look forward to getting to know the whole of Hertford Heath and Brickendon district and joining in many of the activities that take place throughout the year.
